Punggol Couple Charged with Harassment After Ongoing Disputes with Neighbours

Nurse and family subjected to harassment despite police intervention and mediation attempts.

A couple from Punggol has been charged in court on May 21 for multiple harassment offenses against their next-door neighbors, a nurse from Sengkang General Hospital (SKH), his wife, and two children.

The victims revealed that they had a cordial relationship with the couple for six years, but tensions began after the outbreak of the Covid-19 pandemic. The accused, Cheang Eng Hock (56) and Lim Sok Lay (48), are facing charges under the Protection from Harassment Act, including using insulting words or behavior. They are also charged with public nuisance.

The incidents occurred at a public housing block on Edgefield Plains in Punggol, where the couple allegedly subjected their neighbors to ongoing harassment.

The court has ordered Lim Sok Lay to undergo a psychiatric assessment and remanded her in the Institute of Mental Health for two weeks. Both Cheang and Lim will return to court on later dates.

Police investigations began following an initial report on May 15, 2020, but despite mediation attempts and ongoing investigations, further harassment reports were made between October 2020 and January 2021, prompting additional action.
