“Autonomous Robots to Enforce Rules on Smoking, Crowds, and More as Part of Pilot Program”

In a groundbreaking trial, autonomous robots will be deployed to patrol Toa Payoh Central for a three-week period starting from September 5. The initiative, which is a collaboration between five government agencies, aims to monitor public areas with heavy foot traffic and detect “undesirable social behaviours.”

The robots, named Xavier, are developed by the Home Team Science and Technology Agency (HTX) and will autonomously navigate through crowds while scanning for violations. The focus will be on various public nuisance issues, including smoking in prohibited areas, illegal hawking, improper bicycle parking within the HDB Hub, and gatherings of more than five people—ensuring compliance with Singapore’s Safe Management Measures.

Additionally, Xavier will be tasked with identifying motorized active mobility devices and motorcycles on footpaths, both of which are against regulations in pedestrian zones.

This pilot project is set to be a first of its kind, offering a glimpse into how technology can be integrated into public space management. It’s part of a broader effort involving the National Environment Agency, Land Transport Authority, Singapore Food Agency, and Housing & Development Board to maintain order and safety in high-traffic areas.
