Singapore Man, 21, Rents BlueSG Car 49 Times Despite Failing Basic Theory Test 4 Times

Failed Tests Due to Language Barriers, But Continued Driving Without a Valid License or Insurance

A 21-year-old man in Singapore, Chen Cheng Quan, repeatedly rented cars from BlueSG 49 times over three months despite failing his basic theory test four times. His inability to pass the test was due to challenges with the English and Chinese language sections, not a lack of driving skills. He argued that failing the test didn’t mean he was incapable of driving.

Chen’s actions were uncovered during a routine traffic police check. On July 28, 2021, he drove his wife from Bukit Panjang to IKEA Tampines in a rented BlueSG vehicle. On their return, as they approached the expressway, he was flagged down by a traffic officer and found to be driving without a valid driver’s license or insurance.

Chen now faces three charges, including driving without a valid license and without insurance coverage.
