The rapid arrival of these individuals, even quicker than the official Expressway Monitoring Advisory System (EMAS) tow trucks and police, raised suspicions. This scenario echoes a similar situation that was reported earlier, where multiple men appeared seemingly out of nowhere offering their services to those involved in accidents along the Pan Island Expressway.
